Effective <strong>July 2, 2025<\/strong>, foreign nationals will no longer be able to independently initiate applications under these streams. Instead, a <strong>new employer-led application system<\/strong> will take effect through a redesigned <strong>OINP Employer Portal<\/strong>.<\/p>\n\n\n\n<p>This marks a pivotal shift from the previous applicant-driven model to one that places the responsibility for initiating the immigration process on <strong>Ontario employers<\/strong>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">What\u2019s Changing?<\/mark><\/strong><\/h3>\n\n\n\n<p>Currently, foreign nationals seeking permanent residence through Ontario\u2019s Employer: Job Offer streams were required to submit an <strong>Expression of Interest (EOI)<\/strong> and request their employers to submit a supporting document known as the <strong>Application for Approval of an Employment Position (Employer Form)<\/strong>.<\/p>\n\n\n\n<p>Starting <strong>July 2<\/strong>, this process will be reversed. <strong>Employers will now initiate the application<\/strong> by submitting job offer details directly to the OINP via the newly launched <strong>Employer Portal<\/strong>. Only after this step can the foreign candidate register their EOI with the program.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">Streams Affected by This Update<\/mark><\/strong><\/h3>\n\n\n\n<p>The following immigration streams under the OINP are impacted:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Employer Job Offer: Foreign Worker stream<\/strong><\/li>\n\n\n\n<li><strong>Employer Job Offer: International Student stream<\/strong><\/li>\n\n\n\n<li><strong>Employer Job Offer: In-Demand Skills stream<\/strong><\/li>\n<\/ul>\n\n\n\n<p>This change is expected to streamline communication and accountability between employers and the province while strengthening oversight of employment-based nominations.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">Timeline of Key Changes<\/mark><\/strong><\/h3>\n\n\n\n<p>The implementation of the new process will occur in <strong>phases<\/strong>, with important deadlines outlined below:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>June 20 \u2013 July 2:<\/strong> No new EOIs will be accepted under any of the Employer: Job Offer streams.<\/li>\n\n\n\n<li><strong>June 21 \u2013 June 22:<\/strong> All existing EOIs will automatically expire and be withdrawn from the system. Candidates will be required to re-register once the new portal opens.<\/li>\n\n\n\n<li><strong>June 27 \u2013 June 29:<\/strong> The OINP\u2019s entire online system will be offline for technical updates and system upgrades.<\/li>\n\n\n\n<li><strong>July 2:<\/strong> Official launch of the <strong>OINP Employer Portal<\/strong>. Employers will begin registering job offers and submitting employment position details.<\/li>\n<\/ul>\n\n\n\n<p>Once the new portal is live, foreign nationals whose EOIs were removed will be able to <strong>re-register<\/strong> with support from their employers. New EOIs submitted under the updated system will be <strong>valid for 12 months<\/strong> and considered for future program draws.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">Future Enhancements and Regulatory Changes<\/mark><\/strong><\/h3>\n\n\n\n<p>Ontario has also announced upcoming enhancements aimed at strengthening the integrity and oversight of the OINP:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Inspection Powers:<\/strong> OINP inspectors will soon have the authority to conduct <strong>in-person interviews<\/strong> with applicants to verify application details and authenticity.<\/li>\n\n\n\n<li><strong>Anti-Fraud Measures:<\/strong> Online job boards and recruitment platforms will be required to implement tools to <strong>report fraudulent job advertisements<\/strong>, improving job offer authenticity.<\/li>\n\n\n\n<li><strong>Data Access Review:<\/strong> A formal review will be conducted into how employers access <strong>electronic profiles<\/strong> of job applicants.
