This update enhances alignment with Canada\u2019s evolving labour market by:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Adding 119 new study programs<\/strong>, especially in education, childcare, and development services.<\/li>\n\n\n\n<li><strong>Removing 178 programs<\/strong> deemed no longer aligned with occupational shortages.<\/li>\n<\/ul>\n\n\n\n<p>Students admitted into eligible non-degree programs on or after <strong>1 November 2024<\/strong> are subject to the updated rules. However, those whose <strong>study permit applications were submitted before June 25, 2025<\/strong> <strong>are grandfathered<\/strong>\u2014they retain PGWP eligibility if their program was on the list at application time.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">What\u2019s Changed\u2014and Why<\/mark><\/h3>\n\n\n\n<p>IRCC\u2019s objective is clear: <strong>prioritize fields tied to ongoing labour shortages<\/strong>, responding to both domestic needs and Express Entry priorities . Programs added reflect shortages in areas such as early childhood education, developmental services, and various social services roles. This mirrors the inclusion of these occupations in the <strong>Express Entry education category<\/strong>, introduced in late 2024 <\/p>\n\n\n\n<p>These additions include (CIP 2021):<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Developmental Services Worker \u2013 <strong>19.0710<\/strong><\/li>\n\n\n\n<li>Montessori Teacher Education \u2013 <strong>13.1207<\/strong><\/li>\n\n\n\n<li>Waldorf\/Steiner Teacher Education \u2013 <strong>13.1208<\/strong><\/li>\n\n\n\n<li>Early Childhood Education &amp; Teaching \u2013 <strong>13.1210<\/strong><\/li>\n\n\n\n<li>Teaching Assistants\/Aides, General \u2013 <strong>13.1501<\/strong><\/li>\n\n\n\n<li>Child Development \u2013 <strong>19.0706<\/strong><\/li>\n\n\n\n<li>Child Care &amp; Support Services Management \u2013 <strong>19.0708<\/strong><\/li>\n\n\n\n<li>Child Care Provider\/Assistant \u2013 <strong>19.0709<\/strong><\/li>\n\n\n\n<li>Early Childhood and Family Studies \u2013 <strong>19.0711<\/strong> <\/li>\n<\/ul>\n\n\n\n<p>With this, IRCC\u2019s PGWP eligibility categories now include six sectors:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Agriculture &amp; agri\u2011food<\/li>\n\n\n\n<li>Healthcare<\/li>\n\n\n\n<li>STEM<\/li>\n\n\n\n<li>Skilled trades<\/li>\n\n\n\n<li>Transportation<\/li>\n\n\n\n<li><strong>Education<\/strong> (new addition) <\/li>\n<\/ol>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">Who the Changes Affect<\/mark><\/h3>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Study permit applied on or after 1 Nov 2024<\/strong>\n<ul class=\"wp-block-list\">\n<li>Non\u2011degree college\/vocational university graduates must complete an eligible program.<\/li>\n\n\n\n<li>Bachelor\u2019s, master\u2019s, doctoral graduates (including college bachelor\u2019s degrees post\u2011March 2025) are <em>exempt<\/em> regardless of field.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Study permit applied before 1 Nov 2024<\/strong>\n<ul class=\"wp-block-list\">\n<li>These students are <strong>grandfathered<\/strong> and can pursue PGWPs in any program, whether or not it&#8217;s newly on the list.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>College bachelor\u2019s degree graduates (apply after Nov 2024)<\/strong>\n<ul class=\"wp-block-list\">\n<li>No field\u2011of\u2011study restriction applies as of <strong>March 2025<\/strong> .<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Non\u2011degree College\/Polytechnic\/Vocational grads<\/strong>\n<ul class=\"wp-block-list\">\n<li>Must complete a program within one of the six eligible sectors to qualify.<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">New Language Proficiency Requirements<\/mark><\/h3>\n\n\n\n<p>For study permits applied <strong>on or after 1 November 2024<\/strong>, language benchmarks are now required to qualify for PGWP:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>CLB\/NCLC 7<\/strong>: Bachelor\u2019s, master\u2019s, doctoral, or other university-level programs<\/li>\n\n\n\n<li><strong>CLB\/NCLC 5<\/strong>: College diplomas, certificates<\/li>\n\n\n\n<li><strong>No requirement<\/strong>: Flight school graduates<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\"> Understanding Exemptions and Clarifications<\/mark><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Field-of-study requirement exceptions<\/strong>:\n<ul class=\"wp-block-list\">\n<li>University degree holders (bachelor\u2019s and above)<\/li>\n\n\n\n<li>Those who began study permits before 1 Nov 2024<\/li>\n\n\n\n<li>Flight school graduates <\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Clarifications issued in March 2025<\/strong>:<br>\u2013 IRCC officially <strong>removed field\u2011of\u2011study requirements<\/strong> for college bachelor\u2019s degrees, placing them on par with university degrees .<br>\u2013 There were brief wording inconsistencies on IRCC&#8217;s site regarding \u201cstart date vs. application date\u201d;
