If it&#8217;s <strong>below<\/strong>, it falls under the <strong>low-wage stream<\/strong>, which now faces serious limitations.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">Expanded LMIA Freeze for Low-Wage Positions<\/mark><\/strong><\/h2>\n\n\n\n<p>A critical consequence of the new wage hike is that <strong>more jobs may now fall below the new threshold<\/strong>, especially in provinces like Ontario and BC. This means more employers may be pushed into the <strong>low-wage stream<\/strong>, which is subject to <strong>severe hiring restrictions<\/strong> in areas with <strong>6% or higher unemployment<\/strong>.<\/p>\n\n\n\n<p>The following <strong>cities and regions are under a moratorium<\/strong> on low-wage LMIAs from <strong>April 4 to July 10, 2025<\/strong>:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Ontario:<\/strong> Toronto (8.6%), Windsor (9.3%), Kitchener-Waterloo (8.5%), and more<\/li>\n\n\n\n<li><strong>Alberta:<\/strong> Calgary (7.8%), Edmonton (7.3%)<\/li>\n\n\n\n<li><strong>BC:<\/strong> Vancouver (6.6%), Kamloops (7.1%), Kelowna (6.7%)<\/li>\n\n\n\n<li><strong>Quebec:<\/strong> Montr\u00e9al (6.7%), Drummondville (8.0%)<\/li>\n\n\n\n<li><strong>New Brunswick:<\/strong> Fredericton (6.9%), Saint John (7.7%)<\/li>\n<\/ul>\n\n\n\n<p>If a job previously qualified as high-wage but no longer meets the updated wage threshold, it <strong>may no longer be eligible for a work permit<\/strong> under the TFWP in these high-unemployment areas.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">Stricter Caps and Sector-Specific LMIA Limits<\/mark><\/strong><\/h2>\n\n\n\n<p>In addition to regional restrictions, ESDC is enforcing tighter caps on low-wage hires:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>General cap:<\/strong> No more than <strong>10% of a worksite\u2019s total workforce<\/strong> can be low-wage foreign workers.<\/li>\n\n\n\n<li><strong>Higher cap (20%)<\/strong> for select essential sectors:\n<ul class=\"wp-block-list\">\n<li>Construction (NAICS 23)<\/li>\n\n\n\n<li>Food Manufacturing (NAICS 311)<\/li>\n\n\n\n<li>Hospitals (NAICS 622)<\/li>\n\n\n\n<li>Nursing &amp; Residential Care Facilities (NAICS 623)<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p>Moreover, stricter oversight now applies to <strong>in-home caregivers and healthcare workers<\/strong>, including:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Registered nurses (NOC 31301)<\/li>\n\n\n\n<li>Licensed practical nurses (NOC 32101)<\/li>\n\n\n\n<li>Home childcare providers (NOC 44100)<\/li>\n\n\n\n<li>Personal care attendants (NOC 44101)<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">What Does This Mean for Employers and Foreign Workers?<\/mark><\/strong><\/h2>\n\n\n\n<p>These changes mean employers must <strong>re-evaluate wage offers<\/strong> and recruitment plans.
