{"id":3229,"date":"2025-08-13T13:42:28","date_gmt":"2025-08-13T17:42:28","guid":{"rendered":"https:\/\/cadimmigration.com\/?p=3229"},"modified":"2025-08-13T13:42:30","modified_gmt":"2025-08-13T17:42:30","slug":"fined-into-compliance-lasalle-college-slapped-with-30m-for-exceeding-english-language-student-quotas","status":"publish","type":"post","link":"https:\/\/cadimmigration.com\/?p=3229","title":{"rendered":"Fined into Compliance: LaSalle College Slapped with $30M for Exceeding English-Language Student Quotas"},"content":{"rendered":"\n<p>Private institution <strong>LaSalle College<\/strong> is under financial and legal strain after being fined nearly <strong>$30 million<\/strong> by the <strong>Quebec government<\/strong> for violating newly implemented <strong>enrolment quotas<\/strong> for <strong>English-language post-secondary programs<\/strong> \u2014 fines the college is now challenging in <strong>Quebec Superior Court<\/strong>.<\/p>\n\n\n\n<p>The Ministry of Higher Education imposed <strong>two consecutive fines<\/strong> on LaSalle:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>$8.7 million in 2024<\/strong><\/li>\n\n\n\n<li><strong>$21.1 million in 2025<\/strong><br>The latter resulted from enrolling <strong>1,066 students<\/strong> above the government-imposed cap for the <strong>2024\u201325 academic year<\/strong>.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">Law at the Center: Bill 96 and the French Language Charter<\/mark><\/strong><\/h3>\n\n\n\n<p>These fines are tied to <strong>Bill 96<\/strong>, part of Quebec\u2019s broader legislative effort to <strong>protect the French language<\/strong>. This law introduced <strong>quotas<\/strong> for how many students could be enrolled in English-taught programs, even at private colleges like LaSalle. While these rules came into effect in <strong>Fall 2023<\/strong>, LaSalle claims they were not given sufficient time to adjust their operations.<\/p>\n\n\n\n<p>College president <strong>Claude Marchand<\/strong> argues that LaSalle was \u201cdoomed\u201d from the start, as international student recruitment and admissions had already been finalized by the time the quotas were announced in <strong>February 2023<\/strong>.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cThe first question that came to my mind is which organization or family business can afford to pay such a fine,\u201d Marchand stated. \u201cNow we&#8217;re fully compliant in Fall 2025, but it took us two years to get here.\u201d<\/p>\n<\/blockquote>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">Why Is LaSalle the Only One Being Fined?<\/mark><\/strong><\/h3>\n\n\n\n<p>LaSalle is currently <strong>the only college in Quebec<\/strong> \u2014 public or private \u2014 that was fined for violating the 2024 quotas, according to the province&#8217;s budgetary documents. The government claims that <strong>other institutions complied<\/strong> or <strong>successfully renegotiated<\/strong> their caps.<\/p>\n\n\n\n<p>For example, <strong>C\u00e9gep Marie-Victorin<\/strong>, a public college, had its quota increased from <strong>232 to 332 students<\/strong> for Fall 2023, as shown in government records.<\/p>\n\n\n\n<p>LaSalle, on the other hand, says its requests for flexibility were either ignored or rejected, describing the imposed limits as <strong>\u201cunreasonable\u201d<\/strong>, particularly for international students in <strong>AEC (Attestation of College Studies)<\/strong> programs \u2014 where <strong>no government subsidies are issued<\/strong>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">Legal Challenge and Allegations of Double Penalties<\/mark><\/strong><\/h3>\n\n\n\n<p>LaSalle\u2019s legal claim contends:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The quotas were <strong>arbitrary and insufficient<\/strong><\/li>\n\n\n\n<li>The school is being <strong>fined twice for the same students<\/strong> across two academic years<\/li>\n\n\n\n<li>The fines function more as a <strong>financial clawback<\/strong> than a corrective measure<\/li>\n<\/ul>\n\n\n\n<p>The Quebec government, however, defends the penalties as legitimate efforts to enforce Bill 96.
