Preliminary estimates released by Statistics Canada show that between July 1 and October 1, 2025, the country\u2019s population decreased by <strong>76,068 people<\/strong>, representing a <strong>0.2% decline<\/strong>.<\/p>\n\n\n\n<p>This is the first quarterly population contraction recorded in 2025, signaling the early impact of tighter federal immigration policies\u2014particularly those affecting temporary residents.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">Temporary Resident Reductions Drive the Decline<\/mark><\/h3>\n\n\n\n<p>Statistics Canada attributes the population decrease primarily to a significant drop in <strong>non-permanent residents (NPRs)<\/strong>. During Q3 2025, the number of NPRs fell by <strong>176,479<\/strong>, making it the largest quarterly decline since comparable records began in 1971.<\/p>\n\n\n\n<p>The reduction occurred as <strong>outflows far exceeded inflows<\/strong>. Approximately <strong>339,505 individuals<\/strong> exited temporary status\u2014mainly due to expired permits\u2014while only <strong>163,026 new permits<\/strong> were issued during the same period.<\/p>\n\n\n\n<p>As a result, the total number of non-permanent residents fell from <strong>3,024,216 (7.3% of the population)<\/strong> on July 1 to <strong>2,847,737 (6.8%)<\/strong> by October 1, 2025.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">Declines Seen Across Most Provinces<\/mark><\/h3>\n\n\n\n<p>Most provinces and territories experienced population losses or minimal growth during the quarter.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Ontario<\/strong> recorded the largest decline at <strong>-0.4%<\/strong><\/li>\n\n\n\n<li><strong>British Columbia<\/strong> followed with a <strong>-0.3%<\/strong> decrease<\/li>\n\n\n\n<li><strong>Manitoba<\/strong> and the <strong>Northwest Territories<\/strong> each declined by <strong>-0.2%<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Only <strong>Alberta<\/strong> and <strong>Nunavut<\/strong> reported population growth, each increasing by <strong>0.2%<\/strong>, reflecting their continued ability to attract residents despite national trends.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">Sharp Drop Among International Students and Workers<\/mark><\/h3>\n\n\n\n<p>The overall decline in non-permanent residents was largely driven by reductions in three key groups:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Study permit holders only:<\/strong> down by <strong>73,682<\/strong><\/li>\n\n\n\n<li><strong>Individuals holding both work and study permits:<\/strong> down by <strong>67,616<\/strong><\/li>\n\n\n\n<li><strong>Work permit holders only:<\/strong> down by <strong>35,231<\/strong><\/li>\n<\/ul>\n\n\n\n<p>The decrease in international students was most pronounced in <strong>Ontario<\/strong> and <strong>British Columbia<\/strong>, provinces that traditionally host the largest student populations.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">Asylum Claims Continue to Rise<\/mark><\/h3>\n\n\n\n<p>In contrast to other temporary resident categories, the number of <strong>asylum claimants, protected persons, and related groups<\/strong> increased by <strong>7,324<\/strong> in Q3 2025. This marked the <strong>15th consecutive quarterly increase<\/strong>, bringing the total to a record <strong>504,767 individuals<\/strong>, although the pace of growth has slowed compared to previous years.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">Permanent Immigration Remains Steady<\/mark><\/h3>\n\n\n\n<p>Despite declines in temporary migration, <strong>permanent immigration remained stable<\/strong>.
