These areas were previously restricted from low-wage LMIA processing due to higher unemployment rates.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">Why LMIA processing is restarting<\/mark><\/h3>\n\n\n\n<p>Under federal policy, <strong>low-wage LMIA applications are only processed in regions where the unemployment rate is below 6%<\/strong>. Recent labour market data shows that unemployment in these eight regions has fallen below that threshold, making employers once again eligible to apply under the low-wage stream of the Temporary Foreign Worker Program (TFWP).<\/p>\n\n\n\n<p>Without an approved LMIA, most foreign nationals cannot apply for or extend a work permit under the TFWP, making this update especially important for employers and workers alike.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">Regions now eligible for low-wage LMIA processing<\/mark><\/h3>\n\n\n\n<p>As of January 9, 2026, the following regions are once again eligible after being removed from the restricted list:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Halifax, Nova Scotia<\/li>\n\n\n\n<li>Moncton, New Brunswick<\/li>\n\n\n\n<li>Saint John, New Brunswick<\/li>\n\n\n\n<li>Fredericton, New Brunswick<\/li>\n\n\n\n<li>Montr\u00e9al, Quebec<\/li>\n\n\n\n<li>Kingston, Ontario<\/li>\n\n\n\n<li>Winnipeg, Manitoba<\/li>\n\n\n\n<li>Vancouver, British Columbia<\/li>\n<\/ul>\n\n\n\n<p>These regions were ineligible during the last quarter of 2025 but will now accept low-wage LMIA applications throughout the first quarter of 2026.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">Regions that remain ineligible for low-wage LMIA applications<\/mark><\/h3>\n\n\n\n<p>Despite the update, <strong>24 census metropolitan areas (CMAs)<\/strong> remain ineligible for low-wage LMIA processing due to unemployment rates of <strong>6% or higher<\/strong>. These include major labour markets such as <strong>Toronto, Calgary, Edmonton, Ottawa-Gatineau, and several Ontario and British Columbia regions<\/strong>.<\/p>\n\n\n\n<p>Employers submitting LMIA applications for low-wage positions in these areas between <strong>January 9 and April 9, 2026<\/strong>, will have their applications refused for processing.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">What qualifies as a low-wage position<\/mark><\/h3>\n\n\n\n<p>A job is considered low-wage if the offered pay:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Is below <strong>120% of the median wage<\/strong> for the region, or<\/li>\n\n\n\n<li>Is lower than what the employer pays existing employees in the same role and location with comparable experience<\/li>\n<\/ul>\n\n\n\n<p>If either threshold is not met, the job falls under the low-wage LMIA stream.<\/p>\n\n\n\n<p>Certain occupations remain exempt from the processing freeze regardless of region, including roles in <strong>primary agriculture, construction, food manufacturing, frontline healthcare, and select caregiving positions<\/strong>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">Options for employers in restricted regions<\/mark><\/h3>\n\n\n\n<p>Employers located in CMAs that remain ineligible have several alternatives:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Increase the offered wage<\/strong> to meet the provincial high-wage LMIA threshold and apply under the high-wage stream<\/li>\n\n\n\n<li><strong>Wait for the next quarterly update<\/strong>, scheduled for April 10, 2026, in case unemployment rates fall<\/li>\n\n\n\n<li>Hire workers in occupations that are exempt from the low-wage LMIA restrictions<\/li>\n<\/ul>\n\n\n\n<p>High-wage LMIA thresholds vary by province and range from approximately <strong>$30 to $48 per hour<\/strong>, depending on location.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">Guidance for foreign workers<\/mark><\/h3>\n\n\n\n<p>Foreign nationals affected by the low-wage LMIA restrictions can:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Focus job searches on <strong>eligible regions<\/strong> where processing is active<\/li>\n\n\n\n<li>Target <strong>exempt occupations<\/strong> not subject to the freeze<\/li>\n\n\n\n<li>Apply for a <strong>visitor record<\/strong> if their work permit cannot be extended<\/li>\n\n\n\n<li>Change employers if eligible and, in some cases, begin working while a new application is under processing<\/li>\n<\/ul>\n\n\n\n<p>Workers must stop working immediately if their status expires and no extension is granted.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">How to confirm if a job location is impacted<\/mark><\/h3>\n\n\n\n<p>Eligibility depends on whether the job is located within a <strong>census metropolitan area (CMA)<\/strong>.
