
Ontario Resumes Employer Job Offer Draws, Invites 72 Candidates After Four-Month Pause
The Ontario Immigrant Nominee Program (OINP) has resumed issuing invitations to immigration candidates under the Employer Job Offer streams, following a four-month hiatus. This development marks a significant moment for foreign nationals, international students, and workers aiming to secure permanent residency in Canada through Ontario’s Provincial Nominee Program (PNP).
On June 6, 2025, Ontario conducted a targeted draw for candidates with job offers based in Greater Sudbury, issuing a total of 72 invitations across three Employer Job Offer streams.
Details of the June 6 Draw
The breakdown of invitations issued and the minimum scores required in each stream are as follows:

To be eligible, candidates were required to have:
- An active Expression of Interest (EOI) profile created on or before June 3, 2025;
- A valid job offer from an employer located in the Greater Sudbury census division;
- Current residency in Canada;
- At least a bachelor’s degree or higher level of education.
Successful candidates must now submit a complete application to the OINP by the deadline of June 20, 2025.
Resumption of Draws and Increased Activity
The June 6 draw comes just days after the OINP resumed program draws on June 3, following a suspension that began in February 2025. On June 3, the province invited a substantial 3,719 candidates under the Employer Job Offer streams.
Prior to this, Ontario had conducted only one draw in 2025, which took place on January 15. That draw targeted candidates under the Foreign Worker stream participating in the Economic Mobility Pathways Pilot, inviting just four individuals.
Nomination Target Reduced for 2025
The Ontario government has also announced that its 2025 provincial nomination allocation has been reduced, setting the cap at 10,750 nomination slots. This decrease is expected to intensify competition for OINP invitations and increase the importance of strategic employer support in upcoming draws.
Upcoming Changes: Employer-Led EOI System Launching July 2
In tandem with the resumption of draws, Ontario is preparing to roll out a new digital Employer Portal on July 2, 2025, introducing a major structural change in the application process for the Employer Job Offer streams.
This upcoming system overhaul will transition the program from an applicant-led process to an employer-led process. Key highlights include:
- Employers must now initiate the application by submitting employment position details directly through the new Employer Portal;
- Candidates will only be able to register an EOI after their employer has submitted job information;
- All existing EOIs submitted prior to the system update will expire and must be resubmitted in collaboration with the employer once the new platform is launched;
- This change also marks a move from paper-based processing to a fully digital system, aimed at improving efficiency and integrity in the nomination process.
