Manitoba Temporarily Suspends Employer Services Applications Under PNP Until August 5

Pause Affects Employer-Supported Nominations for Skilled Foreign Workers; Applications to Resume in August 2025


The Manitoba Provincial Nominee Program (MPNP) has announced a temporary pause on the intake of new applications under its Employer Services stream, one of its key pathways for employer-supported skilled immigration.

This pause, which took effect on July 4, 2025, is expected to remain in place until August 5, 2025, when the program anticipates resuming application processing.

Foreign nationals whose employers intended to submit a nomination application through this stream during the paused period will need to wait until August 5 or later to apply.

It’s important to note that this suspension does not affect individuals whose employer applications were already submitted before July 4. Those applications will continue to be processed as usual.


Understanding the MPNP Employer Services Stream

The Employer Services stream is a unique part of Manitoba’s PNP that allows provincial employers to directly support the nomination of foreign skilled workers whose experience and qualifications match the province’s labor market needs.

This stream helps employers in high-demand industries fill vacancies by recruiting and retaining skilled international talent, both locally and from abroad.


Who Can Qualify for Employer Services Support?

To be eligible for nomination under the Employer Services stream, foreign workers must meet the following criteria:

  • Age: Between 21 and 45 years old (unless otherwise specified by the employer)
  • Work Experience: At least 2 years of relevant work experience within the last 5 years
  • Job Offer: Must have a long-term, full-time job offer from a Manitoba employer that meets provincial employment and wage standards
  • Language Requirements:
    • CLB 5 for TEER 0–3 occupations
    • CLB 4 for TEER 4–5 occupations
  • Education: Completed post-secondary education or relevant training for the role
  • Licensing: If required, the applicant must obtain licensure or certification from the appropriate regulatory authority in Manitoba

About the TEER System

The National Occupation Classification (NOC) system, used by Immigration, Refugees and Citizenship Canada (IRCC), categorizes jobs into six TEER levels based on training, education, experience, and responsibilities.

  • TEER 0 – Management jobs
  • TEER 1 – University-level education
  • TEER 2–3 – College diploma or apprenticeship training
  • TEER 4–5 – Secondary school education or on-the-job training

What This Pause Means for Employers and Candidates

Until August 5, no new Employer Services applications will be accepted. Manitoba employers seeking to support foreign workers must hold their submissions until the intake reopens.

However, MPNP continues to prioritize overseas workers with valid job offers from Manitoba employers who are already approved under the Employer Services stream when issuing Invitations to Apply (ITAs).

Employers themselves must meet MPNP eligibility criteria, including being in good standing and operating within the province’s employment standards.


Expected Reopening and What to Do Next

The application intake is expected to reopen on August 5, 2025. In the meantime:

  • Employers can prepare job offer documentation
  • Foreign workers can gather required documents (language scores, ECA, work experience letters)
