New IRCC Policy Introduces Transparent Visa Refusal Explanations — A Major Win for Immigration Applicants

Effective July 29, 2025, IRCC will now attach officer decision notes to refusal letters for certain types of immigration applications — giving applicants clear and detailed reasons for their visa or permit refusals.

- No Need for ATIP Requests: Previously, applicants had to file Access to Information and Privacy (ATIP) requests to get internal notes. That is no longer necessary.

- Study Permits
- Work Permits

- International students can now understand issues with their study plans or funding proofs.

How to Access the Notes?
Applicants or their representatives will receive the decision notes automatically along with their refusal letter. The notes will outline:
- Eligibility issues
- Missing or incomplete documents
- Concerns related to travel history, finances, or purpose of visit
Some parts may be redacted for security or privacy reasons, but overall, this provides unprecedented insight.
Important Note: Applicants using the IRCC Portal – New Version will not receive decision notes yet. Alternative application platforms are recommended to benefit from this feature.
