Ontario Conducts Major PNP Draw, Issues Over 2,600 Invitations

On September 2, 2025, Ontario carried out one of its largest Provincial Nominee Program (PNP) draws of the year. Through the Ontario Immigrant Nominee Program (OINP), the province invited 2,643 candidates under three Employer Job Offer streams: Foreign Worker, International Student, and In-Demand Skills.

The draws specifically targeted applicants with job offers in priority healthcare roles and early childhood education, as well as individuals in in-demand support roles.


Breakdown of September 2 OINP Draws

  • Employer Job Offer: Foreign Worker Stream
    • Minimum score: 41
    • Invitations issued: 1,305
  • Employer Job Offer: International Student Stream
    • Minimum score: 58
    • Invitations issued: 1,105
  • Employer Job Offer: In-Demand Skills Stream
    • Minimum score: 33
    • Invitations issued: 233

Foreign Worker & International Student Streams

  • Clinical and laboratory medicine specialists (NOC 31100)
  • Specialists in surgery (NOC 31101)
  • General practitioners and family physicians (NOC 31102)
  • Nursing coordinators and supervisors (NOC 31300)
  • Registered nurses and psychiatric nurses (NOC 31301)
  • Nurse practitioners (NOC 31302)
  • Physician assistants, midwives, and allied health professionals (NOC 31303)
  • Licensed practical nurses (NOC 32101)
  • Nurse aides, orderlies, and patient service associates (NOC 33102)
  • Early childhood educators and assistants (NOC 42202)

In-Demand Skills Stream

  • Home support workers, housekeepers, and related occupations (NOC 44101)

Next Steps for Candidates

  • Candidates who received invitations must submit a complete provincial nomination application to OINP.
  • After securing a provincial nomination, candidates can apply to the federal government for permanent residence.

Changes in OINP Application Process

  • Since July 2, 2025, applications under all Employer Job Offer streams must go through the Employer Portal.
  • This new process places the responsibility on employers rather than candidates.
  • Only applicants whose employers have successfully registered a job offer and Expression of Interest (EOI) through the portal are being considered in the draws.
  • Candidates with EOIs created before July 2 must coordinate with their employers to re-submit profiles via the new system.
