Quebec Issues 231 Invitations in Latest Immigration Draw

Overview

On August 28, 2025, Quebec’s Ministry of Immigration, Francization and Integration (MIFI) issued 231 invitations under the Skilled Worker Selection Program (PSTQ).

The invitations were extended through two categories:

  • Stream 1 – Highly Qualified and Specialized Skills
  • Stream 4 – Exceptional Talent

This draw continues Quebec’s targeted approach to selecting skilled individuals with in-demand qualifications, strong academic backgrounds, and proven professional expertise.


August 28, 2025 – Draw Breakdown

Stream 1: Highly Qualified and Specialized Skills

  • Invitations Issued: 227
  • Eligibility Highlights:
    • Candidates must already reside in Quebec.
    • Hold an eligible Quebec diploma:
      • University: At least 30 credits completed.
      • College/Vocational: Program of minimum 900 hours.
    • Achieve a minimum score of 760 points on Quebec’s selection grid.
    • Meet all other minimum Stream 1 requirements.

Stream 4: Exceptional Talent

  • Invitations Issued: 4
  • Eligibility Highlights:
    • Hold a PhD in a relevant field.
    • Have 3 years of work experience in their primary profession within the last five years.
    • Fulfill all minimum criteria for Stream 4.

Recent Quebec Immigration Updates

Actions Already Implemented

  • Suspension of applications under the Quebec Experience Program (PEQ – Workers Pathway) until November 30, 2025.
  • Suspension of applications under the PEQ – Diplômes Pathway until November 30, 2025.
  • Reopening of PSTQ in July 2025.
  • Suspension of intake for the Program for Refugees Abroad (Collective Sponsorship) until December 31, 2027.

Proposed Future Actions

  • Establishing temporary resident level targets with reductions planned.
  • Reducing the number of temporary foreign workers from 72,000 to 65,000 over the next four years.
  • Cutting temporary foreign workers in Montreal by 50%.
  • Giving priority to existing temporary residents in Quebec for permanent residence pathways.
  • Requiring French language proficiency for temporary foreign workers seeking work permit renewals.

Quebec Immigration Targets & Planning

  • A public consultation on these proposals ended on August 15, 2025.
  • The final immigration levels plan is expected to be released in October 2025, taking public and stakeholder feedback into account.
