IRCC Expands Francophone Student to PR Pathway with 700 Additional Spots

Immigration, Refugees and Citizenship Canada (IRCC) has announced a major update for international students pursuing permanent residence (PR) through the Francophone Minority Communities Student Pilot (FMCSP). The department will now accept up to 2,970 applications, marking an increase of 700 additional spots from last year’s cap of 2,300.

The new intake period will run from August 26, 2025, to August 25, 2026, opening expanded opportunities for French-speaking students from eligible countries to study and settle in Canada’s minority Francophone communities.


Simplified Language Requirement for Francophone Applicants

One of the key benefits of the FMCSP is its lower French language requirement compared to other immigration programs.

  • Applicants only need to achieve a minimum score of Level 5 under the Niveaux de compétence linguistique canadiens (NCLC).
  • This is considerably lower than the Level 7 NCLC score required under Express Entry’s French language category.

This adjustment allows more students from French-speaking nations to qualify and contribute to Canada’s linguistic diversity.


Unique Benefits of the FMCSP Pathway

The FMCSP offers several advantages for eligible international students and their families:

  • Facilitated Study Permits: Students are prioritized for study permit processing when accepted into a participating designated learning institution (DLI).
  • Direct PR Pathway: Graduates of eligible programs can apply for PR under a dedicated stream without needing to qualify under Express Entry.
  • Family Inclusion: Immediate family members—spouses, common-law partners, dependent children, and their dependents—can be included in the PR application.
  • Open Work Permits: While PR applications are being processed, both the student and accompanying family members can obtain open work permits (OWPs), allowing them to work freely across Canada.

Eligibility Criteria for Students

To apply under the FMCSP, students must meet all of the following requirements:

  1. Study Permit Submission: Applicants must submit their study permit application before entering Canada.
  2. Citizenship: Must be from an eligible member country of the Organisation internationale de la Francophonie (OIF).
    • Eligible Regions:
      • Africa: Benin, Burkina Faso, Burundi, Cameroon, Democratic Republic of the Congo, Morocco, Senegal, and others.
      • Middle East: Egypt, Lebanon.
      • Americas: Haiti, Dominica, Saint Lucia.
  3. Letter of Acceptance: Must come from a Designated Learning Institution (DLI) that has signed a Memorandum of Understanding (MOU) with IRCC for the FMCSP, and the letter must confirm:
    • Enrollment in a full-time French-taught program (over 50% of courses in French).
    • Program duration of at least two years leading to a diploma or degree.
  4. Language Proficiency: Provide French test results showing a minimum NCLC 5 in all four skills (speaking, reading, writing, and listening).
  5. Proof of Funds: Demonstrate financial resources equal to 75% of the Low-Income Cut-Off (LICO) for the city where the school is located, in addition to tuition and travel costs.
  6. Admissibility: Must not be inadmissible to Canada, nor have inadmissible family members.

Eligibility for Accompanying Family Members

Family members joining the main FMCSP applicant must:

  • Be classified as immediate family (spouse, common-law partner, or dependent children).
  • Submit one of the following:
    • A work permit application as a family member;
    • A study permit application showing genuine educational intent; or
    • A temporary resident visa (TRV) application.

Application Process

The application process under the FMCSP differs slightly by country. Applicants should:

  • Visit the official IRCC “How to apply” portal for the FMCSP and select their country of application.
  • Indicate whether they are applying alone or with family members seeking work permits.
  • Review the visa office-specific document checklist that outlines all required forms, academic proofs, and financial documentation.

Applicants must ensure that:

  • French language test results are uploaded under the Client Information section in their online IRCC account.
  • For the attestation question:
    • If applying alone: Select “Yes, I meet an exception from submitting a provincial or territorial attestation letter.”
    • If applying with family: Select “I am an applicant who meets another exception listed on the IRCC website.”
