IRCC Conducts Second PNP-Focused Express Entry Draw of October 2025

The Government of Canada, through Immigration, Refugees and Citizenship Canada (IRCC), has issued another round of Invitations to Apply (ITAs) under the Express Entry system. This latest draw targeted candidates who had received a Provincial Nominee Program (PNP) nomination.

A total of 302 invitations were issued in this round, marking the second PNP-specific draw of October 2025. Candidates required a minimum Comprehensive Ranking System (CRS) score of 761 to receive an invitation.

To be eligible, candidates must have created their Express Entry profile before 2:14 a.m. (UTC) on September 26, 2025.

Overview of October Draw Activity

October 2025 has seen a series of diverse draws under the Express Entry system, showcasing Canada’s multi-stream approach to immigration.
This most recent draw follows:

  • October 15: Healthcare and Social Services draw – 2,500 ITAs issued (CRS 472)
  • October 14: PNP draw – 345 ITAs (CRS 778)
  • October 6: French Language Proficiency draw – 4,500 ITAs (CRS 432)
  • October 1: Canadian Experience Class draw – 1,000 ITAs (CRS 534)

This October 27 draw becomes the fifth Express Entry draw of the month, continuing Canada’s steady pace in selecting skilled workers and provincial nominees to meet labour market and demographic needs.

Express Entry Trends in 2025

As of late October 2025, IRCC has issued 73,485 ITAs across all Express Entry categories.
The data reveals a strategic focus on category-based selection aligned with national priorities such as healthcare, trades, education, and French proficiency.

Breakdown of ITAs by Category (as of October 27, 2025):

Draw TypeITAs Issued in 2025

Canadian Experience Class (CEC)21,850
Healthcare and Social Services9,792
Provincial Nominee Program (PNP)7,249

The data shows that category-based draws for French speakers and Canadian Experience Class candidates continue to dominate the overall numbers, reflecting IRCC’s effort to promote bilingualism and retain skilled workers already established in Canada.

Provincial Nominee Program (PNP): A Steady Contributor

The PNP stream continues to play a vital role in Canada’s immigration ecosystem.
Through this program, provinces and territories nominate candidates who meet local labour market demands and contribute to regional development.

PNP-focused draws under Express Entry in 2025 have now reached 20 rounds, underlining IRCC’s ongoing collaboration with provinces to ensure balanced regional immigration growth.

Canada’s Ongoing Immigration Strategy

The Express Entry system remains a central pillar in achieving Canada’s economic immigration goals.
By leveraging both category-based and PNP draws, the government continues to adapt its approach to address shortages in healthcare, trades, education, and French-speaking communities — all critical sectors supporting Canada’s economic and demographic stability.

More draws are expected before the end of 2025 as Canada continues to meet its immigration targets outlined in the multi-year immigration levels plan.
