
Manitoba Invites Skilled Workers Overseas in Targeted Provincial Nominee Program Draw
The Manitoba Provincial Nominee Program (MPNP) continues its efforts to address regional labour market needs by extending provincial immigration invitations to skilled foreign nationals. In its latest draw held on June 12, 2025, Manitoba issued a total of 36 Letters of Advice to Apply (LAAs) under the Skilled Worker Overseas stream.
This targeted draw specifically invited candidates who were identified through Manitoba’s Strategic Recruitment Initiative, designed to support the province’s ongoing talent acquisition needs.
Details of the June 12 MPNP Draw
The highlights of this round are as follows:
- Total Invitations Issued: 36
- Stream: Skilled Worker Overseas
- Lowest Ranking Score: 613
- Express Entry Candidates Invited: 5 (These candidates declared a valid Express Entry profile number and job seeker validation code)
Only candidates who had previously submitted an Expression of Interest (EOI) and were directly invited by the MPNP through its strategic recruitment efforts were considered in this draw.
Understanding Manitoba’s Strategic Recruitment Initiative
The Strategic Recruitment Initiative is a targeted effort by the Government of Manitoba to attract skilled foreign workers who can meet the specific needs of Manitoba employers.
Here’s how the initiative works:
- Employer Participation: Manitoba-based employers facing challenges in filling positions locally can participate by meeting specific eligibility criteria and undergoing the province’s ABC Recruitment Process.
- Candidate Identification: Upon approval, employers can recommend qualified international candidates to Manitoba’s Employer Services division.
- MPNP Review: The province then evaluates the submitted candidate profiles, and if suitable, issues an LAA under the Skilled Worker Overseas stream.
To be eligible for nomination, candidates must also fulfill MPNP requirements related to:
- Age
- Educational qualifications
- Relevant work experience
- Language proficiency
- And any other stream-specific criteria
Reduced Provincial Nominee Allocations in 2025
Like many other provinces across Canada, Manitoba is operating with a reduced nomination quota in 2025. This year, the MPNP has been allocated only 4,750 nomination slots, a significant reduction from previous years.
This reduction has intensified competition among candidates and has led to more strategically focused draws, prioritizing candidates with direct links to the province or specific employer needs.
Interestingly, Newfoundland and Labrador recently managed to secure an increased allocation after negotiating with the federal government. Whether Manitoba will follow suit remains to be seen.
Next Steps for Selected Candidates
Candidates who have received a Letter of Advice to Apply are required to complete and submit a full application to the MPNP within the designated timeline. Approval at the provincial level will support their application for permanent residency through Immigration, Refugees and Citizenship Canada (IRCC).
