
North Bay Unveils Designated Employers for Rural Immigration Pathway to Permanent Residency
North Bay, Ontario – A major development in Canada’s immigration strategy was announced as North Bay, a northeastern Ontario city, officially released its list of designated employers under the Rural and Northern Immigration Pilot (RNIP), providing a new route for skilled foreign workers to obtain permanent residency (PR).
This initiative—an employer-led program—connects international talent with employment opportunities in smaller Canadian communities facing labor shortages. North Bay is one of 14 selected communities across the country chosen to participate in this federal program.

What is the RNIP?
The Rural and Northern Immigration Pilot (RNIP) is a federal immigration program designed to spread the benefits of economic immigration to smaller communities. North Bay’s version of the program—referred to locally as the RCIP (Rural Community Immigration Pilot)—offers a targeted pathway for applicants in specific sectors.

Who Can Apply Under North Bay RCIP?
To be eligible for the RCIP, candidates must:
- Secure a valid job offer from a designated employer within North Bay’s RNIP boundaries.
- Ensure the job aligns with the region’s priority occupations.
- Meet federal criteria including:
- Educational qualifications
- Relevant work experience
- Proficiency in English or French
- Proof of settlement funds
Community Recommendation: The First Step
Before applying for PR, candidates must obtain a community recommendation. This involves:
- The employer submitting an application on the worker’s behalf.
- Applications being accepted during specific monthly intake windows (typically the last week of every month).
Once the recommendation is granted, the candidate receives a certificate allowing them to apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residency.
In the meantime, applicants can also apply for a work permit to start working while their PR application is under review.
