
Newfoundland and Labrador Issues 320 Immigration Invitations in Latest Provincial Draw
Province Continues Using Expression of Interest System for Skilled Worker Selection
Newfoundland and Labrador has issued 320 new invitations to immigration candidates through its provincial immigration streams, continuing its shift to a more targeted approach via the Expression of Interest (EOI) system. The selections were made under the Newfoundland and Labrador Provincial Nominee Program (NLPNP) and the Atlantic Immigration Program (AIP).
This draw marks the fourth round since the province transitioned to an EOI-based selection process, streamlining how eligible workers are identified for permanent residency nominations.
Draw Results: NLPNP and AIP Invite Hundreds
On June 24, 2025, the province held two separate invitation rounds:

This draw represents the second-lowest number of invitations issued in a single round since Newfoundland and Labrador began publicly releasing its draw results earlier this year.
Previous draws include:
- 405 candidates invited on May 29
- 328 candidates invited on May 8
- 256 candidates invited on April 3
As of June 2025, Newfoundland and Labrador has issued a total of 1,309 invitations:
- 1,095 under the NLPNP
- 214 under the AIP
Federal Reductions Prompt Strategic Adjustments in Nomination Allocations
In line with changes across Canadian provinces, Newfoundland and Labrador initially saw its federal Provincial Nominee Program allocation halved—from 2,100 nominations in 2024 to 1,050 in 2025. However, after negotiations, the province secured an additional 1,000 nomination spaces, bringing its total allocation for 2025 to 2,050 PNP nominations.
The AIP allocation remains unchanged at 475 spaces for the year.
As of the June 24 draw, Newfoundland and Labrador still has:
- 1,216 remaining nomination spaces under the PNP
- 261 remaining spots under the AIP
Understanding Newfoundland and Labrador’s EOI System
Newfoundland and Labrador’s new Immigration Accelerator platform is now the primary tool for immigration candidates. Through this portal, individuals submit an Expression of Interest (EOI) to be considered for provincial nomination.
Key features of the system:
- EOIs are valid for 12 months from the date of submission.
- Candidates can update their profiles at any time if circumstances or job details change.
- An Invitation to Apply (ITA) may be issued based on the province’s evolving labour market needs.
- Candidates do not receive interim updates; they are notified by email only if selected.
Employer Invite Codes:
Many foreign nationals must include a valid Employer Invite Code with their EOI. This code confirms a validated job offer and ensures it aligns with Designation/Job Vacancy Assessments conducted by the province.
Exceptions:
Candidates already residing in Canada and applying under the PNP may not be required to submit this code.
Once an ITA is received, the applicant or their employer (for AIP applicants) has 60 days to submit a complete application.
Important Notes for Applicants
An Invitation to Apply is not a guarantee of immigration approval. Applicants must:
- Meet all eligibility criteria for the selected immigration stream
- Be admissible to Canada under federal immigration laws
- Comply with all provincial immigration policies and documentation requirements
Before the current EOI system was introduced, foreign nationals could apply directly to the province. The new system prioritizes transparency, labour market alignment, and employer-driven demand, aligning with broader goals of economic immigration.
Outlook for Provincial Immigration in Newfoundland and Labrador
Despite national reductions in immigration allocations for 2025, Newfoundland and Labrador is expected to continue issuing regular invitations under both the NLPNP and AIP throughout the year.
The combination of increased nomination spaces and a structured, data-driven approach to selection positions the province to better match incoming talent with local workforce needs.
