Canada Increases Income Thresholds for Sponsoring Parents and Grandparents in 2025

Canada has officially raised the income requirements for sponsoring parents and grandparents under the Parents and Grandparents Program (PGP), with updates now in effect for the 2025 intake cycle.

To be eligible, sponsors must meet minimum income levels for the past three consecutive tax years—2024, 2023, and 2022. The changes reflect both inflation and the government’s efforts to ensure sponsors are financially prepared to support their loved ones in Canada.


What’s New?

For 2024, the minimum income threshold for a two-person household is now $47,549, marking a $3,000 increase from last year. Income thresholds continue to scale based on family size.

Income can be met individually or jointly with a spouse or common-law partner acting as a co-signer.


Who Counts in the Family Size?

To calculate family size, you must include:

  • Yourself and your spouse/common-law partner (even if separated in some cases)
  • Your dependent children and those of your partner
  • Anyone you’ve previously sponsored and remain financially responsible for
  • The parents or grandparents you wish to sponsor, their spouses/partners, and dependent children—even if they aren’t coming to Canada

Who Can Apply for the 2025 PGP?

Starting July 28, 2025, IRCC will begin issuing 17,860 invitations to apply under the PGP. These will go to individuals who submitted their Interest to Sponsor forms in 2020. The government aims to accept 10,000 complete applications in 2025.

If you didn’t submit an interest form in 2020, you won’t be eligible for this year’s round.


What If I Didn’t Submit a 2020 Form? Consider the Super Visa

If you were not part of the 2020 pool, you can still bring your parents or grandparents to Canada through the Super Visa program.

The Super Visa allows visits for up to 5 years at a time and remains valid for up to 10 years.

Eligibility includes:

  • Proof of income from the sponsor
  • Valid medical insurance
  • Proof of ties to home country
  • Approval from a Canadian visa office
