
Quebec Reaches Cap on Family Sponsorship Applications for Parents and Grandparents Until 2026
Residents of Quebec who were planning to sponsor their parents, grandparents, or certain other relatives for permanent residency will now have to wait—the cap on sponsorship undertakings for these categories has officially been reached, according to an announcement from the Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI) on July 22, 2025.
This development comes just days before the federal government is set to begin issuing invitations under its 2025 Parents and Grandparents Program (PGP).
Cap Details and Deadlines
Quebec originally introduced this two-year sponsorship cap on June 26, 2024, which will remain in effect until June 25, 2026.
Total Sponsorship Undertaking Limit: 13,000 Applications
- 10,400 spots for spouses, common-law partners, and adult dependent children
- 2,600 spots for parents, grandparents, and certain other relatives
The 2,600 quota for sponsoring parents and grandparents was officially met on July 22, 2025.
The 10,400 quota for spouses and adult children was filled earlier on July 9, 2025.
What Happens Now?
- New sponsorship applications for these categories will not be accepted until the next window opens after June 25, 2026.
- Any undertakings submitted beyond the cap will be returned without being processed, and all associated fees will be refunded.
- The cap does not apply to:
- Dependent children under 18
- Children dependent due to disability
- Adding dependents to existing files
Quebec’s Sponsorship Process
To sponsor a family member for Canadian permanent residency in Quebec, applicants must first submit an undertaking agreement to the Quebec government. Once approved, this leads to the issuance of a Quebec Selection Certificate (CSQ)—a necessary document to continue the immigration process.
Federal Program Still Active
Although Quebec’s cap has closed the door for now, the federal government’s PGP is still open.
Beginning July 28, 2025, 17,860 invitations will be sent out to potential sponsors who submitted interest forms in 2020. The government aims to approve 10,000 complete applications this year under the national Parents and Grandparents Program.
However, Quebec residents must still follow provincial procedures, and since the cap is full, even if you receive a federal invitation, you will not be able to proceed until the Quebec cap reopens.
