IRCC Backlog Grows Again Despite Faster Study Permit Processing
The number of immigration applications in backlog with Immigration, Refugees, and Citizenship Canada (IRCC) has increased once again. As of June 30, 2025, the backlog stood at 842,800 applications, marking a 5.02% increase from 802,000 in May.
This rise occurs even as IRCC shows strong progress in processing study permit applications, where delays have significantly improved.
Backlog Trends Over the Last Six Months
| Month | Backlog Volume | Monthly Change |
|---|---|---|
| January 2025 | 891,100 | -5.33% |
| February 2025 | 821,200 | -7.95% |
| March 2025 | 779,900 | -5.03% |
| April 2025 | 760,200 | -2.53% |
| May 2025 | 802,000 | +5.5% |
| June 2025 | 842,800 | +5.02% |
As of June 30, IRCC reported a total of 2,189,500 applications across all immigration categories. Of those, 1,346,700 were processed within IRCC’s service standards. The remainder form the growing backlog.
What Counts as a Backlog?
IRCC considers an application part of the backlog if it exceeds its published processing timelines. These include:
- 6 months for Express Entry
- 12 months for Family Sponsorship
IRCC’s goal is to process 80% of applications within those service standards. However, complex applications that require additional documents or extended assessment periods can take longer and fall into backlog.
Permanent Residence Applications
By the end of June, IRCC had 896,100 applications in inventory for permanent residency (PR) programs. These include Express Entry, Provincial Nominee Programs (PNP), and family sponsorships.
Of these, 480,300 (54%) were processed within standard timelines, leaving 415,800 in backlog—up from 402,400 the previous month.
Breakdown by program:
- Express Entry: 20% in backlog (up from 18%)
- Express Entry-aligned PNP: 48% in backlog (slightly down from 49%)
- Family Sponsorship: 14% in backlog (under the 15% target)
Temporary Residence Applications
There were 1,040,700 applications for temporary residency as of June 30. This category includes work permits, study permits, and visitor visas.
Of these:
- 661,100 (64%) were processed within service standards
- 379,600 are currently in backlog
Breakdown by permit type:
- Work Permits: 40% in backlog (up from 38% in May)
- Study Permits: 18% in backlog (down from 45% in February), now under the 20% target
- Visitor Visas: 53% in backlog (slight improvement from 54% in May)
Citizenship Applications
The citizenship grant application backlog remains stable at 19%, the same as in May. This figure remains within IRCC’s target.
IRCC’s Backlog Reduction Measures
IRCC continues to implement advanced analytics and automation tools to speed up application processing. These tools help:
- Sort and prioritize applications
- Identify complex files
- Summarize information for immigration officers
While these measures show promise, especially with improvements in study permit processing, IRCC still faces challenges in reducing delays in other streams such as work permits and Express Entry.
What This Means for Applicants
Applicants for study permits may now experience significantly faster processing times. However, those applying for permanent residence or work permits should remain prepared for extended wait times. Consulting a certified immigration professional can provide support throughout the proces
