Newfoundland and Labrador Issues 231 Invitations in Latest Immigration Draw Under PNP and AIP

On August 13, 2025, the Office of Immigration and Multiculturalism in Newfoundland and Labrador conducted a new immigration draw, issuing a total of 231 Invitations to Apply (ITAs).

The invitations were distributed between two programs:

  • Newfoundland and Labrador Provincial Nominee Program (NLPNP): 180 ITAs
  • Atlantic Immigration Program (AIP): 51 ITAs

This brings the province’s total invitations in 2025 to 1,675 under the PNP and 374 under the AIP.

Earlier this year, the province faced a reduction in its federal immigration allocations, dropping its PNP cap to 1,050 spots in 2025 compared to 2,100 in 2024. However, in February, Newfoundland and Labrador successfully negotiated an additional 1,000 nomination spaces, raising its total to 2,050 spots for the PNP. The allocation for the AIP remained steady at 475 spaces.

As of August, this leaves the province with:

  • 375 nomination spaces left for the PNP, and
  • 101 spots remaining for the AIP.

This draw also highlights the province’s new Expression of Interest (EOI) system, which replaced the older first-come, first-served model in February 2025. The EOI system allows the province to prioritize candidates based on labour market needs, qualifications, and employer demand.

Meanwhile, the Atlantic Immigration Program (AIP) continues to serve as an employer-driven pathway for foreign workers and international graduates who secure a valid job offer from a designated employer in Atlantic Canada. Successful candidates may apply for permanent residence and are eligible for a temporary work permit while awaiting PR approval.

By strategically managing both PNP and AIP draws, Newfoundland and Labrador is addressing its labour market needs while ensuring immigration spaces are filled efficiently before year-end.
