Canada Pauses Home Care Worker PR Pathways for 2026 Intake

Foreign nationals hoping to obtain Canadian permanent residence through the Home Care Worker immigration pilots will not be able to apply in 2026, following a new directive issued by Immigration, Refugees and Citizenship Canada (IRCC).

According to newly published Ministerial Instructions, the federal government will accept zero applications under these pilot programs during the next application cycle, which runs from March 31, 2026, to March 30, 2027.

This announcement marks a significant shift, as the programs were widely expected to reopen in spring 2026.


Programs That Will Remain Closed

The pause applies to both existing pilot streams:

  • Home Care Worker Immigration Pilot: Child Care
  • Home Care Worker Immigration Pilot: Home Support

These pilots were introduced as direct pathways to permanent residence for foreign workers holding eligible job offers in Canada’s home care and child care sectors.


High Demand Led to Rapid Caps

When the two pilots launched on March 31, 2025, the response was overwhelming.

Both programs:

  • Reached their annual application limits within hours
  • Closed intake on the same day they opened

This rapid cap intake highlighted the intense demand for permanent residence options among home care and child care workers already contributing to Canada’s workforce.


Who the Pilots Were Designed For

The home care worker pilots were created to address labour shortages while offering stability to essential workers.

To qualify, applicants were required to:

  • Hold a valid job offer in home care or child care
  • Have at least a high school diploma
  • Meet minimum language proficiency standards
  • Possess the required work experience or formal training

Eligible applicants could apply directly for permanent residence without needing prior Canadian work authorization under certain conditions.


Why Applications Are Capped Each Year

To manage intake levels and processing capacity, the federal government places annual caps on the number of applications accepted under each pilot.

Applications are processed on a first-come, first-served basis, meaning even eligible candidates may miss out if caps are reached quickly.

This system has repeatedly resulted in applications filling within hours, particularly for high-demand occupations.


Temporary Nature of Pilot Programs

Immigration pilot programs in Canada are designed to operate for a maximum of five years.

During this period, the government evaluates whether:

  • The program meets labour market needs
  • Processing systems can sustain demand
  • The pathway should be converted into a permanent immigration stream

Successful pilots may eventually lead to permanent programs, while others may be paused, modified, or discontinued.


What This Means for Prospective Applicants

With no intake scheduled for 2026, foreign nationals seeking permanent residence through home care worker pathways will need to:

  • Explore alternative immigration programs
  • Monitor future announcements for potential policy changes
  • Prepare early in case the pilots reopen or are replaced with new permanent pathways
