Alberta’s 2024 Immigration Highlights: Record Nominations and New Pathways for Skilled Workers

The Alberta Advantage Immigration Program (AAIP) had an eventful year in 2024, surpassing its nomination targets and introducing significant changes to improve immigration processes. The province not only exceeded its nomination target but also created new pathways to address pressing labor shortages, particularly in law enforcement, tourism, and skilled trades. The AAIP also responded swiftly to unexpected challenges, such as the wildfires, with temporary measures to support affected applicants.

Alberta Exceeds Nomination Target

In 2024, the AAIP issued 9,942 nominations, surpassing its federal allocation of 9,750 nominations. More than 85% of these nominations were awarded to temporary foreign workers (TFWs) already in Alberta, helping many transition to permanent residency (PR). This move reflects Alberta’s continued effort to support foreign workers and integrate them into the province’s economy. Additionally, 924 applications were processed for individuals with expiring work permits, with 777 receiving work permit support letters, extending their ability to apply for permanent residency in the future.

Key Changes to AAIP in 2024

New Immigration Streams

2024 saw the introduction of several new immigration pathways aimed at addressing Alberta’s unique labor demands:

  • Tourism and Hospitality Stream: Introduced on February 13, 2024, this stream aims to attract workers for the growing tourism and hospitality sector.
  • Law Enforcement Pathway: Launched on June 25, 2024, this new pathway allocated 50 nominations to candidates in the law enforcement field, aiming to address the province’s declining police recruitment.

Changes to the Application Process

In response to overwhelming demand, AAIP introduced several changes to its application system:

  • Pause on Alberta Opportunity Stream: On February 15, 2024, AAIP paused the Alberta Opportunity Stream to implement new guidelines designed to manage high demand for the stream.
  • Monthly Intake System: Starting June 11, 2024, the province moved to a targeted monthly intake system for several streams, including:
    • Alberta Opportunity Stream
    • Rural Renewal Stream
    • Accelerated Tech Pathway
    • Tourism and Hospitality Stream

This system was designed to streamline the selection process and manage the overwhelming interest in immigrating to Alberta.

  • Expression of Interest (EOI) System: On September 30, 2024, Alberta launched an EOI system for its worker streams. Candidates now submit an expression of interest, and are ranked based on a points grid, with the highest-ranked individuals invited to apply for provincial nomination.

Temporary Measures in Response to Wildfires

Alberta’s wildfires prompted temporary measures to support applicants who were directly affected. From July 19 to November 30, 2024, applicants were given additional time to meet the program’s criteria. Additionally, the Immigration, Refugees and Citizenship Canada (IRCC) provided special measures, such as free document replacement and options for status restoration.

Skilled Trades Incentive

In April 2024, Alberta launched the Alberta is Calling program, offering a $5,000 tax credit for skilled tradespeople moving to the province to help build essential infrastructure and housing. This program targeted 2,000 eligible workers, aiming to fill key roles in Alberta’s growing economy.

How to Apply to the Alberta PNP

To apply to the AAIP, candidates must first determine their eligibility for one of the available streams. For those applying through the worker streams, the process involves submitting a Worker Expression of Interest (EOI). Candidates are then ranked based on the EOI points grid, and the highest-scoring applicants are invited to apply for provincial nomination.

If you receive a nomination, you can then submit a permanent residence application to the Immigration, Refugees and Citizenship Canada (IRCC). For those applying through an Express Entry-aligned stream, receiving a nomination will give you an additional 600 Comprehensive Ranking System (CRS) points, significantly improving your chances of receiving an Invitation to Apply (ITA) for PR.
