
Canada Announces New Pathway to Permanent Residency for Home Care Workers
Canada is introducing a new immigration pathway aimed at granting permanent residency to 2,750 home care workers under the Home Care Worker Immigration Pilot (HCWP). The announcement, made by Immigration Minister Marc Miller, also specifies that 150 of these spots will be reserved for home care workers who are currently out of status in Canada.
Key Details of the HCWP
The HCWP features two main streams:
- The Workers in Canada Stream: This stream is for foreign home care workers already residing in Canada and applying from within the country.
- The Applicants Not Working in Canada Stream: This stream will cater to foreign home care workers applying from outside Canada, though the specific timeline for applications from this group is yet to be determined.
The HCWP is set to officially open on March 31, 2025, but for now, only applications from those currently working in Canada will be accepted. The eligibility criteria for applicants not working in Canada will be announced at a later date.
Minister Miller expressed optimism about the future of this pilot program, highlighting it as a potential stepping stone towards regularizing more temporary residents and proving the success of such initiatives.
Eligibility for the HCWP
The HCWP offers one of the most accessible permanent residency pathways in Canada. To qualify, foreign home care workers must meet the following requirements:
- Work Experience: Applicants must have either:
- At least six months of recent, relevant work experience in home care, or
- A minimum of six months of education or training related to home care.
- Language Proficiency: Applicants must have:
- A Canadian Language Benchmark (CLB) level 4 in English, or
- A Niveaux de compétence linguistique canadiens (NCLC) level 4 in French.
- Job Offer: Applicants must have a valid full-time job offer from:
- A private household, or
- An organization directly hiring home care workers for short-term or occasional care, such as:
- Home health care service providers
- Home care support service providers
- Direct care agencies
- Personal care services in residential settings
- Pediatric home health care service providers
Note that job offers from recruitment agencies are not eligible, and a Labour Market Impact Assessment (LMIA) is not required for the job offer to qualify under this program.
Further details regarding additional eligibility criteria will be published when the HCWP officially opens on March 31.
The Push for Regularization
The HCWP forms part of a broader effort by Immigration, Refugees and Citizenship Canada (IRCC) to regularize workers who may have lost their status in Canada but provide essential services. This initiative mirrors a recent program introduced to regularize up to 6,000 out-of-status construction workers in Canada, a sector facing significant labor shortages, particularly during the country’s housing crisis.
These regularization programs serve multiple purposes:
- Support the national immigration targets: By offering a pathway to permanent residency for those already in the country, Canada meets its immigration targets without adding to the overall population.
- Ensure essential contributions to the workforce: By regularizing workers in crucial sectors, such as home care, Canada can continue to benefit from their contributions.
- Address labor shortages: These programs help alleviate deficits in key sectors of the economy that are difficult to fill through other means.
