Canada Introduces Simplified SIN Issuance for Newcomers

The Government of Canada has unveiled a series of initiatives aimed at simplifying the process for newcomers to obtain a Social Insurance Number (SIN). These initiatives, set to launch in 2025-2026, are designed to enhance the SIN application process, making it more accessible and efficient for immigrants and newcomers to the country. The most notable of these initiatives is the SIN@Entry program.


What is a Social Insurance Number (SIN)?

A Social Insurance Number (SIN) is a nine-digit identification number used in Canada for various government and employment-related services. Individuals need a SIN to:

  • Work in Canada
  • File taxes
  • Access government benefits

The SIN is an essential tool for engaging in work and securing benefits, and everyone living in Canada, including temporary and permanent residents, must have one.


Overview of SIN@Entry

SIN@Entry is a new program aimed specifically at simplifying SIN applications for newcomers, such as those applying for work permits or permanent residency in Canada. This initiative will allow applicants to request and obtain their SIN directly through their Immigration, Refugees, and Citizenship Canada (IRCC) secure account, making the process seamless and reducing the need to apply separately through Service Canada.

The introduction of SIN@Entry is expected to streamline the process and reduce wait times by eliminating the need for in-person visits to Service Canada centers for newcomers who are applying for immigration programs.

Benefits of SIN@Entry

  • Direct Access: Applicants can view and receive their SIN Confirmation Letter through their IRCC secure account.
  • Reduced Wait Times: The integration of SIN issuance with immigration services will decrease the need for physical visits to Service Canada centers.
  • Convenience: Applicants can obtain their SIN without needing to apply separately for it after their immigration application is processed.

This initiative is anticipated to cut in-person visits to Service Canada locations by up to 50%, allowing Service Canada to better serve individuals accessing other government services in person.


SIN@Entry vs SIN@Landing

Though they may seem similar, SIN@Entry and SIN@Landing are different programs designed to assist newcomers in obtaining their SIN.

SIN@Landing

SIN@Landing is currently available at select Canadian airports, providing Temporary Residents (TRs) and Permanent Residents (PRs) the opportunity to apply for their SIN upon arrival at the airport. This initiative is available at the following airports:

Newcomers can obtain their SIN immediately after landing, facilitating a smoother and quicker arrival experience.

However, SIN@Landing is not available 24/7. The Service Canada centers at the airports operate only during specific hours. If the Service Canada center is closed, newcomers can apply for their SIN online or visit another Service Canada location later.

Key Difference:

  • SIN@Entry: Part of the immigration process with IRCC that allows newcomers to request their SIN before arriving or after applying for immigration services.
  • SIN@Landing: Available only at select airports upon arrival for newcomers, providing immediate SIN issuance at the airport.

Upcoming Enhancements to eSIN Automation

The Government of Canada is also working on improving its eSIN system, which allows individuals to apply for a SIN online. The planned improvements include:

  1. Faster Processing Times: By September 2025, the eSIN system will be enhanced with new technology that will drastically reduce processing time for online SIN applications, cutting the current five-day wait time down to just minutes.
  2. Digital Confirmation Letters: Starting in May 2025, applicants will receive digital copies of their SIN confirmation letter as a PDF through My Service Canada Account (MSCA). This change will allow individuals to securely store their confirmation letter digitally and eliminate the need for mailed copies.

These improvements will further streamline the process of obtaining a SIN for newcomers and make it more efficient for all Canadians.


Who Needs a SIN?

A Social Insurance Number (SIN) is required by all individuals who wish to:

  • Work in Canada
  • File taxes
  • Access government programs and benefits

This includes:

  • Temporary residents (e.g., those on work permits)
  • Permanent residents
  • Canadian citizens

Additionally, international students are required to obtain a SIN if they wish to work part-time during their studies (provided their study permit permits them to work).


How Can Newcomers Apply for a SIN?

Currently, newcomers have three primary options for applying for a SIN:

  1. In Person at a Service Canada location:
    • SIN can often be issued on the same day if applied for in person.
  2. Online through My Service Canada Account (MSCA):
    • This method takes up to 5 business days to process.
  3. By Mail:
    • Applications are processed within 20 business days from the date they are received.
