PEI Continues Skilled Worker Immigration Drive with 168 New Invitations in May Draw

The Province of Prince Edward Island (PEI) is staying active in its push to attract skilled workers through immigration. On May 15, 2025, the province conducted its fifth Provincial Nominee Program (PNP) draw of the year, inviting 168 candidates to apply for provincial nomination under the Labour Impact and Express Entry categories.

These latest invitations continue PEI’s strategic approach to address critical labour shortages in key sectors such as healthcare, skilled trades, and manufacturing—industries that are essential to the island’s economy.

This draw brought the total number of invitations issued in 2025 to 569, all of which have been directed through the Labour Impact and Express Entry pathways.

Reduced Immigration Spaces, Sharper Focus

Like many Canadian provinces, PEI saw its PNP nomination allocation cut by 50% this year. The province has been allocated just 1,025 nomination spaces for 2025, prompting a more focused selection strategy.

To make the most of the limited nominations, the PEI Office of Immigration has been prioritizing skilled workers in high-demand fields. Specifically, invitations have largely been limited to:

  • Healthcare professionals (e.g., nurses, personal support workers)
  • Skilled trades (e.g., electricians, plumbers, carpenters)
  • Manufacturing workers

Notably, the province has clarified that individuals working in sales and service occupations are currently unlikely to receive invitations due to the lower economic impact of those roles.

PEI Labour Impact Category: A Gateway to Permanent Residency

The Labour Impact Category under the PEI PNP offers a direct route to permanent residency for foreign nationals who already have valid job offers in the province. It includes three key streams:

  1. Skilled Worker Stream – for professionals in eligible occupations.
  2. Critical Worker Stream – for entry-level or semi-skilled positions facing local shortages.
  3. International Graduate Stream – for recent graduates from PEI post-secondary institutions.

Eligibility Criteria Include:

  • Age between 21 and 59 years
  • A full-time, permanent job offer from a PEI employer
  • Settlement funds as per federal guidelines
  • A minimum Canadian Language Benchmark (CLB) score of 4

To begin the process, candidates must submit an Expression of Interest (EOI). If selected, they receive an Invitation to Apply (ITA) for provincial nomination. A successful nomination adds 600 points to their Express Entry CRS score, almost guaranteeing an invitation to apply for Canadian permanent residency.

Final Thoughts

Prince Edward Island’s recent PNP draw highlights how even smaller provinces are strategically using immigration to fill local labour gaps. With fewer nomination spots available this year, the province is being more selective—giving priority to candidates with skills that directly support economic growth.

As Canada’s immigration policies tighten, those aiming for PEI should focus on building strong EOIs, securing job offers in in-demand sectors, and meeting all eligibility criteria.
