
Sudbury Announces Key Sectors and Jobs for New Immigration Pathways
The City of Greater Sudbury has officially unveiled its targeted sectors and occupations for two major immigration initiatives: the Rural Community Immigration Pilot (RCIP) and the Francophone Community Immigration Pilot (FCIP). These programs are set to play a crucial role in addressing labour shortages while offering new avenues to permanent residence (PR) for qualified foreign workers.
Pathways to Permanent Residency Now Open in Sudbury
Located in Northeastern Ontario, Greater Sudbury is the largest city in Ontario by land area. As part of Canada’s regional immigration strategy, Sudbury is one of a few communities participating in both the RCIP and FCIP in 2025. The city has been allocated 525 nomination slots under the RCIP and 45 under the FCIP, aimed at addressing its growing workforce needs.
These pilots are designed to benefit both local employers and skilled international talent. Employers in the designated sectors can support foreign workers in priority occupations to apply for permanent residency.
Who Can Participate?
To be eligible for either immigration pathway:
- Employers must be designated by a local economic development organization.
- Job offers must fall within Sudbury’s priority occupations.
- Foreign workers must meet federal requirements, including:
- Relevant work experience.
- Proof of language proficiency.
- Adequate education.
- Sufficient settlement funds.
RCIP: Rural Community Immigration Pilot – Priority Sectors
Sudbury has selected five industries that are essential to its economic growth under the RCIP:
- Natural and Applied Sciences
- Health
- Education, Social, Community, and Government Services
- Trades and Transport
- Natural Resources and Agriculture
Only employers within these sectors can apply for designation under the RCIP.

FCIP: Francophone Community Immigration Pilot – Sectors and Eligibility
This pilot is tailored to French-speaking foreign nationals with intermediate French proficiency. Sudbury has selected the following sectors for the FCIP:
- Business, Finance, and Administration
- Health
- Education, Social, Community, and Government Services
- Arts, Culture, Recreation, and Sport
- Trades and Transport
Eligible candidates must also have a valid job offer in a priority occupation from a designated employer.

Key Deadlines and Process Details
Employers must first apply to become designated. For this application cycle:
- Employer Designation Application Deadline: June 12, 2025
- Application Intake Period: June 23 to June 27, 2025
Once approved, foreign nationals may use the recommendation to apply for permanent residency through the federal government. They may also be eligible for a temporary work permit during the processing period.
Sudbury is joined by only five other communities in the FCIP pilot and is one of 14 communities participating in the RCIP for 2025. Another Ontario city, Timmins, has also released its FCIP occupation list.
