Brandon, Manitoba Opens New Doors for Permanent Residency Through RCIP

Brandon, Manitoba’s second-largest city, has taken a significant step forward in welcoming skilled foreign workers by officially releasing its list of designated employers under the Rural Community Immigration Pilot (RCIP). This initiative offers a streamlined pathway to Canadian Permanent Residence (PR) for eligible candidates with job offers from participating employers within Brandon’s community boundaries.


About the RCIP Program

The Rural Community Immigration Pilot is a community-driven, employer-focused immigration pathway designed to support economic development in smaller Canadian regions. Brandon’s RCIP extends its community boundaries to include a 25-kilometre radius from the city center, incorporating surrounding areas such as Brandon Hills, Chater, Cornwalis, and Riverdale.

Foreign nationals who secure job offers from approved local employers can apply for permanent residence and begin building their future in Canada.

The following employers have been officially designated under the Brandon RCIP program:

  • Brandon Clinic (Family and specialist physicians; Canadian licensure or pathway required)
  • Gateway Mechanical Services Inc.
  • Glendale Industries Limited
  • Keller Developments
  • Koch Fertilizer Canada ULC
  • Kumon Brandon
  • Maple Leaf Foods
  • Modular Industrial Structures Brandon (MISB)
  • Prairie Mountain Health (Only Brandon location is approved; licensure required)
  • Saputo Dairy Products Canada G.P.
  • The Wellness Clinic (Health services; Canadian licensure or pathway required)
  • Walsh Construction

Who Can Apply? Key Eligibility Requirements

To qualify under Brandon’s RCIP, candidates must meet the following conditions:

  • Have a valid job offer from one of the designated employers
  • The job must be part of Brandon’s priority occupations list
  • Must have relevant work experience (or meet graduate exemption)
  • Demonstrate language proficiency in English or French
  • Provide valid educational credentials (ECA may be required)
  • Show proof of funds sufficient to support themselves and any dependents during settlement

Qualified candidates may receive a recommendation certificate from Brandon, which allows them to apply for permanent residence through the federal government.


Optional Work Permit While PR is in Progress

As a part of this program, selected candidates are also eligible for a Labour Market Impact Assessment (LMIA)-exempt work permit, allowing them to begin working in Canada while their PR application is under review.
