
Yukon Secures More Permanent Residence Nominations for 2025
The Government of Yukon has announced that it will receive 67 additional nomination allocations for its Yukon Nominee Program (YNP) this year, increasing the total number of nomination spaces from 215 to 282. This development is a positive step after the federal government’s earlier decision to cut overall provincial and territorial PNP allocations by 50%.
The announcement was made on August 21, 2025, through the Yukon government’s official website.
Why this matters:
Yukon has been actively advocating for more nomination spaces to address employer needs and labor shortages. With this increase, more foreign workers and graduates already living in Yukon will have a chance to secure permanent residency through the YNP.
Breakdown of ITAs and Allocations
- Carry-Over Applications:
 A total of 54 applications from 2024 were carried over into 2025. After processing, 161 nominations remained available.
- May 2025 ITA Round (23–27 May):
 The YNP issued 153 Invitations to Apply (ITAs), which included:- 19 Temporary Measure Letter of Support recipients (from 2024 carry-overs)
- 54 Temporary Measure Letter of Support recipients (2025 intake)
- 78 applicants who aligned with priorities such as Francophone immigration and Yukon post-secondary graduates
- 2 professionals in regulated healthcare positions
 
- Withdrawals:
 13 ITAs were later withdrawn by either employers or the department, leaving 80 new invitations available in August 2025.
- Healthcare Set-Aside:
 The YNP has reserved 10 nomination spaces specifically for regulated healthcare professionals until September 20, 2025, to address urgent healthcare labor shortages.
Expression of Interest (EOI) System
Yukon introduced its new Expression of Interest (EOI) system on March 31, 2025. Within just three weeks (closing on April 22, 2025), the YNP received over 500 submissions from employers nominating foreign workers.
Out of these, nearly 400 applications aligned with Yukon’s key priorities:
- Candidates living and working in Yukon for at least one year
- Graduates from Yukon’s post-secondary institutions
- Francophone (French-speaking) applicants
- Temporary Measure Letter of Support holders
Streams under the YNP
Foreign nationals can be nominated through one of the following streams:
- Critical Impact Worker Stream (TEER 4 or 5 jobs)
- Skilled Worker Stream (TEER 0, 1, 2, or 3 jobs)
- Express Entry Stream (aligned with federal EE system)
- Yukon Community Pilot Program (closed now)
Additionally, Yukon offers a Business Nominee Program for entrepreneurs wishing to establish and run a business in the territory.
Why This Increase Is Important
Yukon faces significant labor shortages, especially in healthcare, skilled trades, and service industries. By securing additional allocations, the territory is ensuring that:
- More international graduates can remain in Yukon after studies.
- French-speaking immigrants are encouraged, supporting Canada’s bilingualism goals.
