Newfoundland and Labrador Issues 125 Invitations in Latest Provincial Draw; Focus on Labour Needs and Employer-Led Recruitment

Newfoundland and Labrador has issued 125 Invitations to Apply (ITAs) in its latest round of provincial immigration selections, the province’s eleventh draw of 2025. The invitations were distributed between the Newfoundland and Labrador Provincial Nominee Program (NLPNP) and the Atlantic Immigration Program (AIP) to address immediate labour market needs and support regional economic recovery.

Key details from the October 9 draw

  • Total ITAs issued: 125
  • NLPNP ITAs: 73
  • AIP ITAs: 52
  • Draw date: October 9, 2025

This draw continues Newfoundland and Labrador’s year-long effort to attract and retain workers with the skills the province needs most. To date in 2025 the Office of Immigration and Multiculturalism (OIM) has issued 2,946 ITAs, reflecting an aggressive nomination pace following an increase to the province’s overall nomination allocation earlier in the year.

Why this draw matters

The combined NLPNP and AIP invitations reflect two complementary strategies:

  • NLPNP: Province-driven nominations to meet ongoing labour and economic priorities—typically favouring applicants whose profiles align with provincial needs.
  • AIP: Employer-led endorsements that help designated employers hire and retain foreign workers where local recruitment is insufficient.

By splitting invitations across both streams, Newfoundland and Labrador is balancing longer-term settlement goals with immediate employer demands. The continued use of the Expression of Interest (EOI) system introduced earlier in the year allows the province to match candidates with priority occupations quickly and transparently.

Eligibility and application mechanics

Applicants invited via NLPNP and AIP must generally hold a valid job offer in the province or receive an employer endorsement. Key procedural points invited candidates should note:

  • NLPNP invitees receive email notification and must submit a full provincial nomination application through their Immigration Accelerator portal account.
  • For AIP invitations, designated employers receive notification and an ITA confirmation, enabling them to proceed with job offer endorsements and support the candidate’s application.
  • In most cases, candidates not already in Canada must have an invite code from the employer before they submit an EOI.
  • Applicants must ensure their documentation—employment letters, credentials, language test results, and identity documents—is complete and accurate before submission.

Context: increased allocation and EOI system

Earlier in 2025 the province secured a higher provincial nomination allocation, allowing for more nomination opportunities this year. Newfoundland and Labrador’s increased intake is intended to tackle persistent labour shortages and support community and economic growth across the province.

The EOI model, adopted in February, has streamlined how employers and candidates connect: employers post needs or validate offers, and the province issues invitations to EOIs that best align with labour priorities. This two-step model has sped up decision-making and allowed the OIM to target occupations most in shortage.

2025 invitation cadence and trends

Newfoundland and Labrador’s draws in 2025 have varied in scale but consistently prioritized in-province retention and employer-backed recruitment. Recent monthly draws demonstrate both large invitation rounds and smaller, targeted draws to address episodic staffing gaps across health, skilled trades, and service sectors.

What invited candidates should do now

  1. Check the notification email and sign in to your Immigration Accelerator portal account immediately.
  2. Compile and verify all required documents (employment letters, licences, test results).
  3. Submit your full provincial nomination application by the deadline stated in your invitation.
  4. Coordinate with your employer (for AIP candidates) to ensure endorsement and any employer obligations are completed.
  5. Monitor communications from the OIM and respond promptly to requests for additional information.

Outlook

With nearly 3,000 ITAs already issued this year and an elevated nomination allocation, Newfoundland and Labrador is positioned to continue issuing targeted invitations through the remainder of 2025. Prospective applicants and employers should keep their profiles current and be prepared to act quickly when invited, as the province continues to move rapidly to address labour shortages and support regional development.
