The Atlantic provinceNewfoundland and Labrador released new steps that will make it easy for the employers to hire people from foreign countries who will compensate for the labour shortages in the province through the Atlantic Immigration Program (AIP) and in the end help the foreign nationals to migrate to Canada.
The province has given out an occupation list which are exempt from provincial labour market testing processes.
The provincial labour market process include the Job Vacancy Assessment. A Job Vacancy Assessment is similar to a Labour Market Impact Assessment (LMIA), that shows the employer does not have any available options to hire a suitable candidate from the local labour market and has to invite an immigration candidate for filling the vacancy.
The Atlantic Immigration Program has its own labour market testing requirements like advertising which is in addition to the Job Vacancy Assessment.
In order to take benefit from the exemption, the applicant must have a job offer in hand in an in-demand occupation. The province’s in-demand occupations have three major sectors i.e. the Health Care sector and the Information and Communications Technology (ICT) sector.
In-demand health care sector occupations which have been exempted from the provincial labour market testing processes are:
- Physician
- Nurse Practitioner (NP)
- Licensed Practice Nurse (LPN)
- Personal Care Attendant (PCA)
- Clinical Psychologist
- Medical Physicist
- Radiation Therapist
- Dosimetrist
The In-demand ICT sector occupations which have been exempted from provincial labour market testing processes are:
- Software Developer
- Biomedical Engineer
- UI/UX Developer
- Electrical Engineer

Atlantic Immigration Program (AIP)
The Atlantic Immigration Pilot (AIP) is a fast-track employer-driven immigration program. It allows employers from Canada’s four Atlantic provinces to employ immigrants and fill positions that they are not able to fill with the local market.
Canada’s four Atlantic provinces are Nova Scotia, New Brunswick, Newfoundland and Labrador and Prince Edward Island.
Any immigration applicant who is entering Canada through the AIP must receive a job offer from an employer in Atlantic Canada.
After an employer offers a job to a foreigner, and the job offer is accepted, the employer is required to connect the candidate with a designated settlement service provider organization. This helps the candidate to develop a settlement plan, or take a needs assessment.
If the employers need a candidate immediately for a job position, they can have access to a temporary work permit which helps a candidate to come to Canada sooner. The candidate must apply for a permanent residence within 90 days of the temporary work permit application.
